Décider dans le contexte de la GEMAPI : exemple de méthodologie d’une approche intégrée d’aide à la décision et application aux projets d’aménagements

Abstract

Decision making in water course management is increasingly complicated notably due to integrated policies. New decision aid tools are consequently required. Based on a case study of the GEMAPI law application (French law on integrated river management making mandatory to account in all project for both flood mitigation and river restoration), this paper presents a pluridisciplinary and full protocol encapsulating typical concepts of risk analysis (cost-benefit analysis, hazard modelling), environmental assessment and decision aid. Beyond local result, it mostly focus on the procedure and tools proposed or re-used to aid decision making or trace formally the decision procedure.
